In our experience, the issue might be due to a difference in the WordPress versions on your source and destination sites.
WordPress changed its user encryption algorithm in version 6.8. If you migrated from a previous version (like 6.6.1) to a site running 6.8 or later, the user accounts may not be recognized after the migration. This can cause users to be logged out and unable to log in again with their old password.
If this is your case, you can use one of these two solutions to fix it:
1. You can either update the source site to the same version as the destination site before migrating or install the same older version on the destination site before restoring.
2. Alternatively, you can download the backup to your computer, unzip the files, and delete the _core.zip file. Then, upload the remaining backup files to the new site and perform the restore.
